With reference to War Office letter No. 20/Engineers/

4708 (M.0.1), dated the 11th of December 1911, I am commanded

by the Army Council to forward, for the information of Mr.

Secretary Harcourt, a copy of proposals put forward by the

General Officer Commanding the Troops, South China, for the

formation of a Volunteer Company, Royal Engineers, in Hong Kong.

2. The Council are of opinion that the rates of pay

proposed by the General Officer Commanding appear to be somewhat

high and will require to be carefully considered before they

are definitely adopted.

3. The General Officer Commanding has not approached

His Excellency the Governor in the matter as he considered that

the Army Council would prefer to communicate direct with the

Secretary of State for the Colonies on the subject.

4. In the event of Mr. Secretary Harcourt considering

that the proposals are practicable, I am to request that His

Excellency the Governor may be communicated with on the subject.

5. I am also to enquire whether the Colony would be

prepared to bear the whole or a portion of the cost of the Corps.
